Energy Savings Scheme (ESS)

ESS is an NSW state government program that offers a range of financial incentives for business’s to implement energy savings activities with the aim of transitioning to renewable energy.

What is an ESC?

An ESC is an Energy Saving Certificate. Each year the NSW government sets an ESC target designed to incentivise the scheme participants to engage in a range of energy saving activities and upgrades. Participants in the scheme must acquire and surrender ESCs or pay a penalty. The number of ESCs required depends on their compliance obligations. Each certificate represents a saving of one MWh (megawatt hour) and can only be approved by accredited certificate providers.

Small Scale Technology Certificates (STCs)

What are STCs?

Small-scale technology certificates are created for eligible small-scale renewable energy systems, including solar PV systems under 100 kW. The number of certificates created is based on the system’s geographical location, installation date, and the amount of electricity generated. One certificate is equal to a one-megawatt hour of eligible renewable electricity generated.

Typically, the business assigns the STC to EnergyAustralia and we deduct the value from the purchase price.

What are the eligibility requirements for STCs?

STCs are created under the small-scale renewable energy scheme (SRES). Small-scale solar (under 100 kW), wind and hydro systems may be eligible for STCs. The number of certificates created is based on the system’s geographical location, installation date and the amount of electricity generated over one or five years or a single maximum deeming period. One certificate is equal to one megawatt hour of eligible renewable electricity, either generated or displaced by the system. The amount of STCs that can be claimed reduces each year.

Large-Scale Generation Certificates (LGCs)

What are LGCs?

LGCs are certificates for buying and selling renewable energy. LGCs can be sold to energy retailers, for example, who are obliged to buy them under the Renewable Energy (Electricity) Act 2000. Sale prices are negotiated between buyers and sellers, with the value depending on supply and demand. LGCs can be a source of ongoing revenue and increase return on your business’s solar investment. One LGC is created per megawatt hour of eligible electricity generated/created, so the size of your solar system will determine how many certificates are generated. The amount of electricity is calculated monthly using a formula specified by the Australian government’s Clean Energy Regulator. You can read more about the formula on their website.

What’s the difference between LGCs and STCs?

LGCs or large-scale generation certificates are created per megawatt-hour (MWh) of eligible electricity generated by a ‘power station’ on an on-going basis. A solar PV system bigger than 100 kW is classed as a ‘large scale’. STCs or small-scale technology certificates are generated upfront when a solar PV system is smaller than 100 kW.
